Plan federal and DoD IT training around the work
Define the work and learner readiness, then prepare the approval, budget and purchasing questions. For a DoD cyber position, confirm which DCWF work-role code and proficiency level before choosing a qualification option. Training approval, course completion and full work-role qualification are separate decisions.
Active-duty, Guard, Reserve, veteran and transitioning readers should separately choose the responsible military or VA education-benefit route. A DCWF work-role requirement does not determine benefit eligibility or payment.
Federal training preparation
Get the requirement and approval route clear before booking
For a federal employee or training coordinator, a useful first step is a short requirements summary. Ask your training office which agency system, approvals and supporting documents to use.
- Need and readiness: name the work task, learner count, starting experience and what learners should demonstrate afterward.
- Training details: obtain the exact course/provider, dates, delivery location or online format, prerequisites and instructional hours.
- Costs and coverage: separate tuition, other charges, travel if relevant, and time away from duties. Mark unconfirmed amounts as unknown.
- Approval: ask who confirms the training need, funds, any service agreement and purchasing authority. Follow the agency process before committing.
- Completion: agree how attendance, completion and useful application will be recorded through your agency.
OPM says SF-182 is intended to approve training and later record its completion. If an agency uses it to procure training, OPM directs that agency to its contracting office for the governing policy. A completed worksheet or provider willingness to accept a form does not establish purchasing authority.

The mandate
A decision workflow, not a compliance verdict
Use this page to assemble the questions, per-seat costs, capability options, and training requirements that belong in a defensible plan. Use the current DoD qualification matrix and the employing component’s rules to determine what the position actually requires. Learnerside does not turn a certification into a compliance verdict.
Qualification workflow
Five checks before a course or voucher enters procurement
- Authority: identify the governing manual and read any controlling contract language separately.
- Position: record the exact three-digit DCWF work-role code and required proficiency level.
- Foundational option: check the current matrix and applicable supplemental guidance for education, approved training, certification or an authorized conditional experience alternative for that code and level.
- Full lifecycle: get the employing component’s resident qualification and continuous professional-development requirements.
- Purchase boundary: only then compare eligibility, official preparation, training format, voucher terms, and per-seat cost.
DoD 8570.01-M is cancelled. DoDM 8140.03 uses work roles and proficiency levels, not IAT/IAM/IASAE levels, and a certification covers only the foundational element. Contractor contract language is a separate check. Capability plan · Foundational IT & entry cyber capability
Build general capability without calling it a work-role requirement
These credentials can support general IT or security preparation, but neither this list nor a training catalog establishes what a DCWF-coded position requires. Start with the assigned work-role code and proficiency level, then check the current matrix before funding a credential.
CompTIA A+ two exams, $274 each — $548 total (fees as of 2026-09-09)
A vendor-neutral IT-support option covering hardware, operating systems, and troubleshooting breadth.
CC - Certified in Cybersecurity exam $199 (fee as of 2026-08-23) · 3-yr renewal $150
A security-foundations option for personnel who need introductory cybersecurity coverage.
Capability plan · Network & infrastructure capability
Match development to the environment the person actually supports
Use vendor-neutral coverage when the gap is broad fundamentals and a platform credential when the work actually depends on that platform. This is capability sequencing, not an 8140 qualification determination.
CompTIA Network+ exam $399 (fee as of 2026-09-09) · 3-yr renewal $150
Vendor-neutral networking fundamentals when that is the documented capability gap.
Cisco CCNA exam $300 (fee as of 2026-09-29)
An associate-level Cisco option when the supported environment actually runs on Cisco.
CompTIA Cloud+ exam fee pending
Vendor-neutral cloud-infrastructure coverage for personnel supporting hybrid environments.
Capability plan · Cyber defense capability
Separate broad security coverage from analyst-depth training
Broad security coverage and hands-on defensive analysis are different development needs. The matrix may list either credential for particular work roles and proficiencies; verify that mapping first, then use the sequence below only to plan skill development.
CompTIA Security+ exam $439 (fee as of 2026-09-09)
Broad security coverage; use the current matrix to determine whether it is a foundational option for the exact role and level.
CompTIA CySA+ exam $439 (fee as of 2026-08-23) · 3-yr renewal $150
The working-analyst advancement rung: continuous monitoring, detection, and incident response.
Capability plan · Security testing capability
Fund specialized assessment training only for a defined need
Penetration testing and vulnerability assessment require focused practice. Fund this option when the person has a defined testing or assessment responsibility—not because it appears in a generic cyber list.
CompTIA PenTest+ exam $439 (fee as of 2026-08-23) · 3-yr renewal $150
A vendor-neutral penetration-testing and vulnerability-assessment option for a defined assessment responsibility.
Capability plan · Security leadership & architecture capability
Respect the experience gate before buying senior training
Senior credentials can be useful development targets, but the certifying body’s experience gate is not a formality that training spend can waive. Check eligibility before a course or voucher enters the procurement request.
CISSP - Certified Information Systems Security Professional exam $749 (fee as of 2026-07-05) · 3-yr renewal $405
A senior security credential with a vendor-set experience requirement that must be checked before purchase.
The vendor’s gate, not ours: full certification requires 5 years of relevant paid experience — a vendor eligibility condition, and not one training spend can substitute for. Staff this rung only against seats that already meet it. ISC2 states that earning a post-secondary degree (bachelors or masters) in computer science, information technology (IT) or related fields may satisfy up to one year of the required experience, as may one additional credential from the ISC2 approved list, leaving a minimum of 4 years.
Per-seat budgeting
Budget the renewal, not just the exam
An exam fee pays for an attempt, not a guaranteed credential. If the plan includes certification, the vendor’s renewal and continuing-education cycle keeps that credential current. It is separate from the component’s DoD 8140 continuous professional-development requirement. Each certification above lists its cited three-year renewal cost where the vendor publishes one — multiply by the billets you staff, not by headcount you might. Where a figure reads “pending,” the vendor page did not state it and we do not estimate; the linked cost pages carry the full breakdown, sources, and dates. These dated figures are planning context, not a current quote, a guaranteed credential, or a promise of GSA-schedule or volume pricing.
Funding and purchasing
Confirm the budget separately from the buying route
Identify available funds and the agency officials who can approve and commit them. GSA Multiple Award Schedule purchasing is an acquisition route, not a source of training funds.
GSA identifies IT training under SIN 611420, covering hardware, software, cloud and other applicable systems. Its buying guidance points to GSA eLibrary, the official contractor and contract directory, and GSA eBuy, the government system for requesting quotes (unrelated to eBay), while stating that internal agency acquisition policies and ordering procedures continue to apply. Verify buyer eligibility and the exact contractor/course scope; a provider logo or general GSA claim does not settle the purchase.
GSA says its buying guidance is being revised for the FAR overhaul. Ask your contracting office which current procedures apply; do not infer a spending limit or ordering exception from this guide.

Illustrative scenario, not an agency purchase or supplier quote
A six-person team needs stronger troubleshooting skills
Suppose six federal IT staff need to practice diagnosing network faults in an approved lab. Four already perform basic troubleshooting; two need introductory preparation. No credential has been established as a requirement. A DoD team would check its assigned roles and any qualification requirements separately before choosing a course.
- Outcome: each learner identifies a fault, documents the investigation and explains the escalation decision in a simulated exercise.
- Readiness: confirm baseline tasks, arrange introductory preparation where needed and ask how the instructor handles mixed experience.
- Delivery: compare public seats spread across dates with a private class, considering staff coverage, lab access, location, accessibility and agency network restrictions.
- Quote: specify six learners, the required exercises, proposed dates, instructional hours, included lab access, support, cancellation terms and any unresolved items.
- Application: arrange a supervisor-reviewed follow-up exercise and update the team procedure. Completion does not itself prove full DoD qualification.
Worked budget assumptions: six public seats at an invented $1,500 each produce $9,000 tuition. An invented $8,000 group quote produces $8,000 tuition. If either option takes 16 hours per learner at an illustrative $50 hourly staff cost, staff time is $4,800 in each scenario. Tuition plus that time is $13,800 versus $12,800 before other costs.
These are calculation examples, not observed prices or a recommendation to choose the lower amount. Labs, travel, preparation, administration and other costs remain unknown until checked. Replace every assumption with your own evidence in the existing calculator, then compare fit and agency requirements as well as cost.

Choosing training
Official-first, and neutral on providers
Check each public certification page for vendor-published objectives and no-cost preparation; availability varies by credential. Use what is documented there as the baseline when a cohort needs structured, proctored, or lab-based instruction, route it through your approved acquisition channel rather than assuming one preferred vendor fits every need. Ask any provider making pass-rate or outcome claims for the source, population, period and measurement method. Marketing is not evidence that your team will achieve the same result.
Training evaluation checklist
Turn a course page into requirements you can compare
Use this before requesting options or carrying a recommendation into your own review process. It works without contact information and does not select a provider, reserve a seat, calculate a team total, or create an approval packet. Print or save the page and annotate the requirements in your own approved workspace.
Define the decision before comparing courses
- Name the work requirement and what learners should be able to do afterward. If a credential is relevant, record its target exam code or version and official objectives source.
- Separate required prerequisites from recommended experience, then record the learner baseline and any material skill gaps.
- Write down why paid structure may be justified: protected study time, instructor access, labs, cohort pacing, or a fixed delivery window.
- Check the free and official self-study baseline first. Paid training should close a named constraint, not replace an available baseline by default.
Make delivery comparable
- Classify each option as self-paced, virtual instructor-led training (VILT), in-person instructor-led training (ILT), private cohort, or hybrid.
- Confirm the published duration, delivery timezone, daily schedule, accessibility support, recording or replay terms, and access window.
- Ask whether labs or sandboxes are included, how long they remain available, and whether the environment maps to the current exam or course version.
- Confirm the instructor qualification, official courseware status, practice assessment, materials, and learner-support channels instead of inferring them from a course title.
Expose the commercial unknowns
- Record the price unit exactly: per learner, per cohort, subscription, or quote required. Keep taxes, fees, and currencies explicit.
- Mark voucher, retake, courseware, labs, practice exam, recordings, and instructor support as yes, no, or unknown with a source for each answer.
- Treat a published schedule as a date to verify, never as proof of seat availability or a reservation.
- Confirm cancellation, substitution, rescheduling, minimum-cohort, maximum-cohort, and quote-expiration terms before calculating a usable total.
Keep the evidence reviewable
- Carry the exact offering identity, source URL, observed date, course or exam version, audience restriction, and unresolved fields into the comparison.
- Define completion evidence and the internal acceptance test before purchase; a course completion record is not an exam pass or a guaranteed work outcome.
- List every unanswered question beside the option it affects. Unknowns stay unknown until a current source or authorized seller confirms them.
Government and defense boundary: confirm current work-role or qualification mappings at the official source, and have your contracting officer verify vehicle, competition, funding, security, accessibility, and records requirements. This checklist is planning context, not a compliance determination or procurement advice.
Opens your browser’s print dialog. Keep the current source records for any option beside this checklist; the questions are reusable, but provider evidence and terms can change.
Common questions
Workforce compliance and funding, answered honestly
- What certifications count for a DoD 8140 position?
- Start with the position’s DCWF work-role code and proficiency level, then use the current DoD qualification matrix to find the available foundational options. A certification is only one possible foundational route, not a universal approved list and not full qualification. The employing component still defines resident on-the-job qualification and continuing professional development, and a contract can impose additional terms.
- Is DoD 8570 still in effect, or has 8140 replaced it for workforce training?
- DoDM 8140.03 incorporated and cancelled DoD 8570.01-M for the DoD cyber workforce qualification program. It uses work roles and proficiency levels rather than IAT, IAM, or IASAE levels, and the DoD published no qualification crosswalk between them. A contractor must also read the controlling contract because DFARS 252.239-7001 language may still reference 8570.01-M.
- How do we fund workforce certification training with public dollars?
- Ask the agency budget and training offices which funds and approvals apply to the defined requirement. GSA Multiple Award Schedule purchasing is an acquisition route, not a source of training funds. Verify buyer eligibility, contractor and course scope, and applicable agency ordering procedures. SF-182 preparation does not by itself authorize a purchase; agency contracting staff determine any permitted procurement use.
- Can these certifications count for college credit or apprenticeship hours?
- Sometimes. Several certifications carry American Council on Education credit recommendations, and where that evaluation exists it is cited on the certification page rather than asserted here. Registered apprenticeship programs can also credit related instruction toward structured cyber and IT pipelines. Both are worth confirming at the source — the ACE evaluation and your apprenticeship sponsor’s standards — because credit recommendations change and the receiving institution or program makes the final determination.
- Does holding a listed certification fully qualify someone for the work role?
- No. A listed certification can satisfy the foundational element for a specific work role and proficiency level. DoDM 8140.03 also requires resident on-the-job qualification and continuous professional development. The employing component sets those requirements, and a component, command, or contract may impose stricter terms for a particular position.
