For federal training coordinators and technical buyers
Buying IT training through GSA: what to verify
Start with the work requirement and your agency’s acquisition office. GSA’s Multiple Award Schedule (MAS) can be a purchasing route for an eligible, in-scope requirement. Check the actual contractor, course and terms before committing to a class.

Still preparing the internal training request? Start with the federal approval and SF-182 preparation guide.
Keep three decisions separate
- Training approval: does the agency support this learning need, time commitment and funding request?
- Purchasing authority and route: who can make the commitment, and which process applies?
- Offer suitability: does the specific class provide the right level, exercises, access and schedule?
OPM directs agencies to their contracting offices for policy on using SF-182 to procure training. A provider accepting that form does not establish your authority to buy. A GSA listing also does not tell you whether the course fits the learner.

Five checks before requesting or accepting an offer
1. Define the training requirement
Name a task learners should perform afterward, their starting experience and the practice they need. Specify learner count, delivery preference, dates, staff coverage and approved lab or product access. Consider official learning and internal practice before deciding that paid instruction is needed.
For a DoD position, separately confirm the assigned work role and proficiency requirements using the DoD workforce guidance. A convenient purchasing route does not decide the training objective.
2. Confirm eligibility and the responsible buyer
Use GSA’s eligibility guidance and ask your acquisition office which conditions apply to the proposed purchase. GSA distinguishes an entity’s eligibility from actual availability of a service. Eligibility cannot simply be transferred to a contractor or subcontractor.
This guide focuses on federal agency buyers. State, local and tribal buyers must check their applicable program conditions. Contractor employees should not assume their agency customer’s eligibility covers them; GSA directs questions about contractor use under FAR part 51 to the contracting officer administering that contract.

3. Check the exact contractor and offering
GSA identifies IT instruction covering hardware, software, cloud and related systems under Special Item Number (SIN) 611420, its IT-training category code. Open GSA eLibrary, the official contractor and contract directory filtered to IT training, then check the specific legal entity, contract information and applicable terms or price list.
Ask the responsible acquisition office to confirm that the proposed course and delivery are covered by the intended contract. Match the entity and contract number to the actual offer. A familiar brand name, general GSA logo or category listing is not enough to establish the scope of a particular purchase.

4. Make the offers comparable
Use the worksheet below to find missing information before comparing totals. Public tuition per learner, a private group quote and a subscription cover different things. Keep an unanswered cost unknown and verify whether labs, exams or materials are already included.
5. Follow the agency’s current ordering process
GSA’s IT-training page directs buyers using this route to GSA eBuy, its online system for posting requirements and requesting quotes. GSA eBuy is unrelated to the consumer marketplace eBay. Your agency’s acquisition procedures still apply; this is not an instruction for every learner to post a request or book a class independently.
Ask the responsible acquisition office to check GSA’s current MAS ordering guidance and determine the process for this purchase. GSA says its buying guidance is being revised as federal acquisition rules change.
Have the responsible acquisition office confirm the current procedures, contract timing, applicable clauses and required approvals before booking or accepting terms. This guide does not prescribe a spending threshold, competition exception or payment instrument.

What to carry into your quote comparison
These are editorial preparation questions for the training and acquisition teams. The worksheet does not select a supplier or issue an order.
| Question | Record or confirm | Carry into the worksheet |
|---|---|---|
| Who is supplying what? | Exact entity, contract number, course/version and delivery; acquisition-office confirmation of scope. | Provider/course identity and the source or reference field, with the date checked. |
| What does the price cover? | Per-learner, group or subscription basis; learner count, currency, extras and unresolved charges. | The quoted price basis and unknowns, without converting a seat price into a private-class offer. |
| Can learners use the instruction? | Prerequisites, exercises, labs, product access, delivery location/time zone and staff coverage. | Readiness and delivery requirements, plus questions for the provider and technical lead. |
| What happens if plans change? | Offer validity, minimums, cancellation, substitution and rescheduling terms. | The actual terms and who must confirm them before commitment. |
Compare up to three offers and download the summary. Then use the USD budget tool to separate cash costs from staff time. Calculated planning amounts are not supplier quotes or approved funding.
Questions worth resolving early
Does a GSA listing mean this is the right course?
No. Check the syllabus against the actual task, learner readiness and required practice. Ask what the instructor and labs add beyond available official or internal learning. Purchasing eligibility and learning suitability are separate decisions.
Is the GSA route automatically the lowest-cost option?
Do not assume it is. Compare the actual permitted options and their complete scope with your acquisition office. Tuition alone omits staff time and may omit access, exams or other costs. This guide makes no savings or negotiated-price claim.
Can an agency employee book first and obtain approval afterward?
Do not infer permission from a provider’s registration process. Confirm the required approvals and authorized purchasing process before committing. For the internal request, use the SF-182 preparation guide; it does not promise reimbursement.
Take a clear requirement to the responsible office
Bring the work objective, learner needs, dated offer references, cost assumptions and unresolved questions to your agency’s training and acquisition teams. Ask who owns each remaining decision. Keep completed forms and actual procurement or personnel records in approved agency systems; do not send them to Learnerside.
Prints the guide with its sources and the dates they were checked, so the decision stays checkable away from this page.
One decision, five short steps
Move from the work need to an approval-ready choice
Start wherever the decision is blocked. The comparison and budget worksheets stay in your browser; their entries do not carry into the separate request form. If you choose to send that form, its disclosed details go to Learnerside, not a provider. A later provider introduction requires separate consent naming that provider. Save completed notes in your organization’s approved workspace.
- 1Define the work and learner need
Use optional browser-local planning, or explicitly send a short request to Learnerside. No provider receives it.
- 2Choose the delivery format
Compare self-study, public seats and a private cohort against the actual constraint.
- 3Build the complete budget
Keep tuition, staff time, extras and unresolved costs separate.
- 4Compare exact offers
Check inclusions, price basis, dates, availability and terms without filling gaps by assumption.
- 5Prepare the approval brief
Turn the selected option, evidence and open questions into a reviewable local handoff.
